Issue:
Why does my network have to be restarted manually after suspending a laptop that has Red Hat Linux 9 installed with French language support?
Resolution:

This problem occurs on the Compaq Armada M700 and the IBM Thinkpad R40. The laptop is suspended using apm -s. The network should restart automatically when woken from suspended mode, but it does not. Instead, it must be restarted manually using the ifconfig or the GNOME Network Configuration tool.

This problem is fixed in Fedora Core 1.
