Solution:
To activate a manually changed Red Hat Enterprise Linux Cluster configuration file, the config_version in the cluster.conf file needs to be incremented and the file has to be replicated on all the nodes and activated there. Change it as follows:

 
ccs_tool update /{path to modified cluster.conf}
cman_tool version -r ${new_config_version_number}
