Is my GNU java compiler (gcj) affected in the 2006 and 2007 Daylight Savings Time (DST) changes that are occurring in several countries?
Resolution:

Answer:
The GNU Java Compiler (gcj) project which contains its own internal timezone database files is affected. The resulting issue here is binaries compiled with gcj and linked to the gcj runtime libraries will have incorrect timezone information.

Fix has been released. Here are the links to the errata:
